CIA provided support to policymakers during the early stages of planning for the new society following Operation IRAQI FREEDOM.

This was the ballot printed in Iraq for the Transitional National Assembly election held on 30 January 2005. This free and open election established provincial councils in each of Iraq’s 18 governorates that together would have a mandate to write a new constitution. The election came after decades of fixed elections under Saddam Husayn, whose regime toppled almost two years earlier during Operation IRAQI FREEDOM.

More than 8.5 million Iraqis voted, approximately 58% of those who had registered. Political parties associated with Shiite and Kurdish sects, both groups long repressed under Saddam Husayn, performed well. The election was not without violence, at least 40 people around the country died in the tumult.
