Introduction
After a prolonged debate, in April 2024 Congress approved a two year extension of Section 702 of the Foreign Intelligence and Surveillance Act (FISA). Concerns about the risk to privacy of US citizens versus the Intelligence Community’s role in defending against terrorism, cyber, and foreign malign influence and other threats with domestic components recalled revelations during the 1970s of domestic spying. Fifty years ago the political fallout led to lasting changes in IC practices and in executive and congressional oversight.
